I had the same issue, and what worked for me was adjusting the 'Mic Volume' and 'Receive Volume' sliders in TF2. If they're all the way down, nobody's hearing anything!
First, check your microphone settings in both Windows and TF2. Make sure your mic is set as the default device and isn't muted. Also, try enabling 'Use Steam Voice' in TF2's voice settings.
TBH, voice chat in TF2 is a mess sometimes. Just use Discord instead. WAY better quality and you won't be yelling into the void.
