Check if your microphone is enabled in the Warframe game settings. Sometimes the in-game settings can override your Xbox settings.

First, make sure your headset is properly connected and your Xbox settings allow chat. Then restart the game and console - worked for me!

Don't forget to update your controller firmware! It sounds weird, but it fixed my mic issues in Warframe.
