Mix a little bit of mild soap with water and gently clean the surface. If it's really bad, some collectors swear by gently using a small amount of hydrogen peroxide and leaving the blister in sunlight for a few hours. Just be careful not to damage the card or the car itself!

I've tried the hydrogen peroxide trick on one of my old Hot Wheels with a yellowed blister, and it worked like a charm! Make sure you don't soak it; just apply it lightly with a Q-tip or a soft cloth and let it sunbathe. You gotta watch it though, don鈥檛 want it fading or anything.
Sunlight and patience, my friends. Just let nature do its work. The yellowing might not completely disappear, but it'll definitely improve.
Forget all that complicated stuff. Just replace the blister with a new one from another package. It's easier and you'll spend less time worrying about ruining your collectible.
