Flirting with Magnolia in Fallout 4 is pretty straightforward! When you meet her at The Third Rail bar in Goodneighbor, she'll perform on stage. After her performance, go talk to her. Choose the dialogue option with the [Flirt] tag. It might take a couple of tries, so make sure your Charisma is high enough to pass the speech check. Good luck, smooth talker!
