To fly in Dragon Ball Xenoverse, you first need to unlock flying in Conton City by completing the Frieza Saga in the main story mode. Once you’ve done that, you can fly around by pressing the jump button twice. Happy soaring!

You need to beat the Frieza Saga to fly in Conton City. After that, double jump to take off.
