Honestly, just stick to the ground until you finish the Frieza Saga. That's how you unlock the ability to fly in the lobby.
You gotta finish the Frieza Saga first, then head over to Orange Star High School. It's quick and worth it!
Beat the Frieza Saga part of the story, then a character in the school will give you flight permission. Easy peasy, just follow the story!
