You gotta unlock flying by completing the Frieza Saga in the story mode. Once you've done that, just double-tap X to soar through the skies!

I've been playing DBX2 for ages, and seriously, just complete the Frieza saga in the main story. Then you can double-tap X to fly in Conton City. Easy peasy!

Flying is unlocked after the Frieza saga. Trust me, nothing feels better than zooming around Conton City. Hit X twice to fly!

To fly in Dragon Ball Xenoverse 2 on PS4, you need to progress far enough in the main story until you unlock the flying ability in Conton City. It's around the second saga. Then, simply double-tap X to start flying!
