To form a confederation in Total War: Three Kingdoms, you need to have a high enough relationship level with the desired faction. Build your trust through trade, non-aggression pacts, and mutual enemies. Once you're best buds, propose the confederation through the diplomacy screen.

You gotta sweet-talk your way into their hearts! Boost your relationship with gifts, alliances, and shared enemies. When they love you enough, the option to form a confederation will appear in the diplomacy menu.

Forget about confederations. Just conquer everything. Problem solved.

As someone who loves Total War: Three Kingdoms, I can tell you that diplomacy is key! Ensure you share a strong bond with the other faction. Use trade agreements, marriages, and aid in battles. Then, when the bond is tight, propose the confederation!
