Just plug it in and the Steam Deck will pretty much walk you through the steps. It's easier than you think!
Run Diskpart via command line on Windows, select your USB drive, and type 'clean,' 'create partition primary,' and 'format fs=exfat.' Works every time for me!
The easiest way is to connect the USB to a PC, open 'Disk Management,' right-click the USB drive, select 'Format,' choose 'ext4' as the file system, and then use it with your Steam Deck.
