You can only friend people if you have their friend code. Good luck on that!
To friend someone on Splatoon 2, press the home button on your Nintendo Switch, go to your friends list, find your friend's profile, and send them a friend request. Once they accept, you'll be able to see when they're online and join their matches!
Swapping friend codes and accepting requests is how it's done in Splatoon 2, then splat away with your buddies!
