Alt + Enter is your friend! Press them together to toggle full screen mode in Undertale.

There's also another way if the usual shortcuts don't work. Go to the settings/options menu in-game and look for the display settings. You can switch to full screen mode from there. Enjoy the underground world in all its pixelated glory!
