To fully reset Undertale on Steam, you need to delete your save data and the game's system information. Go to C:\Users\[YourName]\AppData\Local\UNDERTALE and delete the 'file0', 'file9', 'undertale.ini', and any other files in there. Then relaunch the game!

Just go to the Undertale save file location (C:\Users\[YourName]\AppData\Local\UNDERTALE) and delete everything in there. That should do the trick.
