The easiest way is to find a survivor that already has the Computer skill. These folks are like gold! If you're having a hard time finding one, hit up the radio and use the 'Locate Survivors' option.

Just find a book on Computers! You can usually snag one by looting libraries, book stores, or sometimes even homes. Once you have it, just give it to one of your survivors who has an open skill slot. Boom, instant tech genius!
In my experience, just scour offices and school buildings for computer textbooks. They aren't as rare as you think, and then you're all set!
Recruit a survivor with the Computer skill by using the radio or getting lucky with a random encounter. It's way easier than grinding for a book.
Check the Command Center back at your base. Sometimes you can upgrade it and unlock computer skills for your folks. It's like magic but with more zombies.
