Getting more settlers in Fallout Shelter is all about expanding your Vault's capabilities! First off, build a radio station to attract new Dwellers from the wasteland. Don't forget to put your most charismatic Dwellers in there to speed up the process. Another way is to encourage your current Dwellers to get to know each other better, if you catch my drift, in the living quarters. This will, let's say, naturally increase your Vault's population. And of course, keep an eye out for those Lunchboxes – occasionally, they contain cards that add new Dwellers to your Vault!

Honestly, attracting settlers with the radio station is a waste of time. It's all about expanding your living quarters and making sure your Dwellers are in a good mood. Happy Dwellers = more Dwellers.
