To garrison units, move your army into a settlement. Once they’re inside, they’ll automatically garrison. Just don’t forget to lock the doors!

Click on your army, then right-click on the settlement you want them to garrison. Easy peasy!

You can't actually garrison individual units, but moving your whole army into a settlement does the trick.
