Just play the 'Parallel Quest 4: Prepare for the Attack of the Saiyans' over and over again. It's a grind but you'll get all 7 in no time!

Got all my Dragon Balls by grinding Parallel Quests. Just keep fighting those time patrollers and you'll get it eventually. Took me a couple of hours.
