I managed to get close to 100% by playing super defensively. Stick close to your territory and seal off small sections bit by bit.
It's almost impossible to get 100%. Most people aim for as much as they can and leave it at that.
From experience, I've found that controlling corners of the map and expanding slowly inward helps. Monitor your territory constantly!
