Honestly, the easiest way is just to do any quest where you have to fight Time Patrollers. They drop Dragon Balls randomly, so just keep at it!

You can find a 3-star Dragon Ball in Xenoverse by completing Parallel Quest 4: 'Prepare for the Attack of Saiyans!' Defeat the enemies quickly and there's a chance you'll get the Dragon Ball as a reward.

I got my 3-star Dragon Ball by grinding PQ2 'Prepare for the Attack of Saiyans'. Just keep beating the Time Patroller at the end. Super easy!
