It's all about luck! You can find the 6 Star Dragon Ball in Parallel Quests, mainly PQ15 but also others. Keep grinding and you'll get it eventually!

You should focus on high-ranking Parallel Quests like PQ23. Defeat Time Patrollers when they appear because they drop Dragon Balls. Might take a few tries!
