First, try lowering your graphics settings, like shadows, water quality, and terrain quality. Also, make sure that V-Sync is disabled and that your drivers are up to date!
Trust me, mate, I got 60 FPS by closing background apps and running the game in windowed mode. Give it a shot!
Just get a better PC. Seriously.
For console players, ensure you are using performance mode if available. Sometimes it's all about getting in those extra frames from the settings menu!
