Blizzards are just part of the game's random weather system, so no trick to make them happen. Best bet is to chill in the Snow biome and wait. Pun intended.

To get a blizzard in Terraria, you can't exactly make it happen yourself since weather events like blizzards are randomly generated. But, you'll find blizzards occurring naturally in the Snow biome, especially during hard mode. Just hang around there and eventually, you'll see one! Also, keep an eye on the game time; blizzards seem to be more common during the game's day.

Actually had a blizzard spawn in my game last night while I was in the Snow biome looking for Ice Mimics. So yeah, just spending time there is your best bet. They don't happen by player action, purely random.
