There's no surefire way to summon it on demand, but it pops up after dusk with a 1 in 9 chance each night once you've got at least one player with over 120 health in your world. Y'all are complicating this. Just play the game. Blood Moons will come when they come. No special dance needed.
I've noticed more Blood Moons than usual when I've got a bunch of players in my game. Not sure if it's luck or if having more players actually impacts the chances, but hey, it feels like it works!
