I remember waiting forever for that call from Hao. Just play through the story a bit as Franklin and make sure to roam around the city. Eventually, he'll call you, setting up some of the best racing in the game. Enjoy the thrill!

Ain't much to it, just play as Franklin and Hao will hit you up eventually. Be patient, it's worth the wait for those races.
