You can get a Cynamoth by evolving a Cathorn! Just level it up to level 8, and then evolve it again at level 16. Easy peasy!

Catch a Cathorn in Gale Forest and then level it up twice: once to level 8 to get a Propae and again to level 16 to get a Cynamoth.
