Nope, you can't own dogs in GTA 5 Online. Wish we could though, imagine the chaos with a pack of player-owned dogs in Los Santos!

You can’t actually own a pet dog in GTA 5 Online like you do in the single-player game. However, you can interact with Chop if you have the iFruit app connected to your game. Chop is Franklin's dog in the main story, but that's as close as you get to pet ownership online.

Actually, dogs in GTA 5 Online? Not happening. You can see dogs, but owning one is a no-go. Stick to single-player for that pet fix.
