You need to unlock the Pet Shop first. After that, go inside and choose a dog. Easy peasy!

Just open the town map, find the Pet Shop and build it. Then, swing by and get yourself a dog with some in-game currency.

Honestly, if you're short on Lifestyle Points, just stick to Simoleons. Dogs are available at the Pet Shop after building it!
