Just make sure you have at least one dye item or a Strange Plant in your inventory, and then he'll be willing to sell you the Dye Vat for 5 gold coins. Fun fact from experience: finding a Strange Plant to trigger the Dye Trader's arrival can be a mini adventure on its own. Once he shows up, snagging that Dye Vat felt like a victory for my base's aesthetic. 10/10 would recommend for the home decorators of Terraria.
