Steal it from Fort Zancudo. Just get in, grab a jet, and fly off. Expect resistance though. And by resistance, I mean tanks and missiles. Good luck!

Honestly, just get a helicopter, fly over Fort Zancudo, and parachute right into the base. It's like an action movie hero entrance, and it gets you right where you need to be without dealing with the front gates.

Easiest way? Sneak into Fort Zancudo, look sharp for the jets either parked or on the runways, and be quick about it! Sneak or fight your way in, but watch out for the military coming at you with everything they've got. Timing and stealth, or a fast car and some serious driving skills, are your best friends here.
