In Animal Crossing, especially in New Leaf and New Horizons, you don't exactly get a 'flower shop' per se, but you can buy seeds from Leif, the sloth who loves all things botanical. In New Horizons, Leif visits your island's plaza occasionally, selling a variety of flower seeds and shrubs. Keep an eye out for him! To encourage more visits, keep beautifying your island and engaging with all visiting vendors.
