First, go to the Market and buy the Fomorian Disruptor blueprint for credits. Then farm Omega Isotopes from Grineer missions and combine them with Cryotic and Ferrite. Boom, Fomorian Disruptor ready to go!

To get a Fomorian Disruptor, you need to build it in the Foundry. Gather resources like Omega Isotopes from Grineer missions on planets with active Fomorian attacks, and then use them along with other materials to craft it.

Just buy the blueprint in the Market for credits, farm some Grineer missions for Omega Isotopes, and craft it using the Foundry. Happy Fomorian hunting!
