Just talk to Tom Nook! After you've done a few initial tasks and upgrades for your island, he'll task you with setting up homes for incoming villagers. He hands you the housing kits then. Simple, right?

Honestly, getting a housing kit is all about patience. Play through the game, do what Tom Nook asks, and eventually, he gives them to you. It's not something you can just skip to.

To get a housing kit in Animal Crossing, you need to progress through the early stages of the game until Tom Nook asks you to help with setting up housing plots for new residents. Once you accept, he'll give you a housing kit for each new resident. Place these kits where you want the new homes to be, and you're all set!
