The Jellyfish in Adopt Me is an ultra-rare pet that you can get from the Ocean Egg. Just hatch a bunch of Ocean Eggs and keep your fingers crossed!
Honestly, just buy a bunch of Ocean Eggs and pray. Or, if you're lucky, you might find someone willing to trade it.
First-hand experience here: I got my Jellyfish by trading a couple of good pets. Trading can be super effective, and a lot quicker if you don't want to gamble with eggs!
