Getting a large backpack in Fallout 76 is like a rite of passage. First, head over to any train station and find the poster about the Pioneer Scouts to start the 'Order of the Tadpole' quest. This baby is your golden ticket. You'll need to earn three Tadpole badges (which is kinda like the Scouts' version of proving you're not a total noob). It might feel like you're back in school, what with the exams and all, but stick with it. Once you've got those badges, congrats! You're the proud owner of a standard backpack. But wait, there's more. Want that large backpack? Just keep earning badges and upgrade your standard one to a large backpack at a workbench. Boom! Extra carry capacity achieved.
