Don't forget to loot every container you stumble upon; you'd be surprised how often they contain gunpowder. Keep it simple: farm Super Mutants. They often drop both ammo and gunpowder. Plus, it's a great way to stock up on other supplies and experience.
Honestly, just buy it. Hit up player vendors or look in NPC vendor machines. It's not the cheapest route, but it's by far the easiest if you're not into grinding.
