To get a Lucky Pokémon, trade Pokémon with friends! The older the Pokémon, the higher the chance it becomes Lucky. Also, you could be super lucky and get one from a Best Friend trade!
Hot take: Just trade with Best Friends. Lucky Pokémon are almost guaranteed when you hit that friendship level and swap those critters.
From my experience, trading Pokémon with friends who've been in your inventory for over a year works wonders. Got my first Lucky this way!
