I've caught Mewtwo a couple of times, usually during special events or limited-time raids. Make sure you stock up on Raid Passes!
Participate in special events or community days where Mewtwo might be available in Raid Battles.
The most consistent way to catch Mewtwo is through EX Raids. You need an EX Raid Pass, which you can get by winning regular Raid battles at EX Raid Gyms.
Just wait for a special event; Mewtwo will show up eventually. Be patient!
