You can get a mount in Dragon Ball Online by completing specific quests or buying them from vendors in-game. Some events also reward mounts!
I got mine by completing the 'Mount Master' questline. It took a little grinding, but worth it for that sweet hover car.
Honestly, just buy it from the vendor. Don't waste time on quests if you can afford it.
