NPC won't move in? Remember, each NPC needs their own house. You can't cram them all into one, no matter how cozy it may seem.

Getting NPCs to move into your Terraria world is all about creating suitable housing for each one. First off, you need a building enclosed with walls, a door, a table, a chair, and a light source. Make sure it's spacious enough (at least 60 total tiles, but no larger than 750 tiles) and that the walls are player-placed, not natural. Each NPC has its own unique requirements to show up, like defeating certain bosses or having specific items in your inventory. Once you meet their requirements and have the suitable housing ready, they'll move in!

Honestly, just make sure you've got rooms they'd actually want to live in. Some of these NPCs are pickier than my cat with her food. Table, chair, light, and make it look nice. They'll move in eventually.
