Just camp in the Ocean biome and keep defeating enemies. They'll drop it eventually. Simple.

Honestly, getting a Pirate Map is a waste of time. Just enjoy the game and explore other biomes. You'll have more fun that way!

Easiest way? Farming in the Ocean biome during hardmode. Those pesky enemies drop Pirate Maps. Just keep at it and you'll get one eventually. Worked for me!
