To snag that sweet Power Cell Charger, you've gotta find the blueprints! Head to the Mushroom Forest or Wrecks in the Sparse Reef and scan the fragments there. Once you get two fragments, you'll have the blueprint and can build it using the fabricator. Happy charging!
