To get a shelter in Fallout 76, you first gotta hit level 25. Once you're there, head over to the Atomic Shop where you'll find the quest 'Home Expansion'. This quest will lead you to the Shelter Claim Center located near Vault 76. Complete the quest, and bam, your first Shelter, the 'Vault Utility Room', is all yours for free. After that, you can unlock more shelters by completing challenges or buying them with Atoms in the Atomic Shop.

Actually got my first Shelter as a gift from completing a community event. Keep an eye out for those; Bethesda sometimes throws them in as rewards for participation. Not just the 'Utility Room' but also other cool stuff. Always check the event rewards!
