Oh, the shovel saga for the second player in Animal Crossing, been there! You gotta wait till the first player (aka the Resident Representative) unlocks the museum. Once Blathers sets up his tent, pay him a visit. He’ll give you the recipe for the flimsy shovel. So, basically, buddy up with player one till they get the museum rolling, and then it's shovel time for you!

In my experience, you're kinda tied to the first player's progress for some tools. For the shovel, I had to wait until my partner, who's the first player, got the museum up. Then, it was as simple as getting the recipe from Blathers. A bit of a patience game, but worth it to dig up those fossils!
