Summer Shells are pretty special and you can only find them during the summer months in the game, from June to August. Just wander along the beaches of your island every day and you'll eventually spot these blue shells. Keep an eye out every day because they spawn randomly on the sand!

Hot take - just time travel. If you don't wanna wait for summer, just adjust your Switch's date settings to land somewhere in June-August. Not everyone's cup of tea, but hey, it gets you those Summer Shells.
