Getting a watering can in Animal Crossing is pretty simple! When you start off in New Horizons, talk to Tom Nook after you've completed his initial DIY workshop. He'll give you the DIY recipe for a flimsy watering can. To upgrade it, keep improving your island until you unlock the upgraded Nook's Cranny. Then, you can buy better watering cans there!

Actually, you don't NEED a watering can. Flowers will grow fine on their own, but if you want those rare color hybrids, then yeah, start watering.
