I got mine from a drop during a Control Point encounter. Just keep playing and you'll find it eventually!

It’s mostly luck! Grind missions and loot crates. The ACR blueprint will show up eventually.

Look for blueprint caches from vendors in settlements or the White House. They sometimes have what you need.
