Unlocking Agent 9 in Spyro: Year of the Dragon is pretty easy. First, defeat the boss 'Spike' in the 'Midday Gardens' section of the game. After that, head over to the 'Evening Lake' homeworld and find the character 'Moneybags'. Pay him off, and voilà, Agent 9 is free to join your adventures!
