From my own experience, start with Yoshi, and get Mario by collecting 8 stars and fighting Big Goomboss. Luigi needs 30 stars and a battle with Big Boo, and Wario needs 50 stars and a faceoff with Chief Chilly.
Just use Yoshi to rescue Mario, Luigi, and Wario in that order by battling bosses and gathering stars. Easy peasy!
First, you start with Yoshi. To unlock Mario, you need to collect 8 Power Stars and defeat the Big Boo in Big Boo's Haunt. For Luigi, grab Mario, collect 30 Power Stars, and beat King Boo in Big Boo Battle. Finally, to get Wario, use Luigi, snag 50 Power Stars, and take down Chief Chilly in Snowman's Land! Happy gaming!
