Unlock Luigi by beating Break the Targets with all 8 starter characters, Ness by clearing Classic mode on Normal with 3 lives, Captain Falcon by finishing Classic mode in under 20 minutes, and Jigglypuff by simply beating Classic mode with any character.
Unlocking all the characters in Super Smash Bros N64 isn't too complicated, but it does require some dedication. For Luigi, complete Break the Targets with all 8 starter characters.
