Focus on beating the various NPC teams and main bosses who sometimes drop Dragon Balls. Keeping an eye on the radar helps too!
Use the radar often and make sure to challenge NPC teams frequently. The bosses tend to have them, so prioritize beating them first.
Just beat everything that moves! Seriously, NPCs and boss fights drop them. It's a grind, but worth it!
