From my experience, farming PQ 4 is the fastest way. Beat the Time Patrollers there and cross your fingers for a Dragon Ball drop. Repeat until you collect all seven!

To get all Dragon Balls in Dragon Ball Xenoverse 2, you can complete Parallel Quests (PQ) with Time Patrollers. Defeating them gives you a chance to earn Dragon Balls. Some good PQs to farm are PQ 4, 15, and 79. Good luck, and may the RNG gods be with you!
